I have very strong theories on where Hangouts / Communities is going. Educated guess (no insider information) = sometime in the (hopefully near) future you will be able to do a limited broadcast Hangout on Air from within a Community to ONLY that community.
Since the very beginnings of Hangout On Air when I was one of a very limited group to get (test and crash!) the feature, people have wanted the ability to not only have a public broadcast themselves (everyone does now) but the ability to have a targeted broadcast. Communities (groups) would be the perfect vehicle for this. You (might have) heard that here first folks…

Makes sense and was discussed at the outset of HoA with +Christopher Guillou who would be interested.
doesn't a circle work that way?
That would be awesome, +Lynette Young. I guess Communities have a long way to go, yet; and Google's gonna take good care of them.
If the content is going to be freely available on YouTube after, why would you want to restrict who could see it while you're recording?
This needs to happen!
Thanks for the heads up on this +Randy Resnick 😉
#communities could be the way to go…
+Lynette Young that's is a great idea and a very possible solution to that problem (targeted HOAs) I was discussing that topic with +Ronnie Bincer the other day. It seems that communities can be the solution. It would compete with lots of webinar solutions out there. Imagine the possibilities!!!
+Nobilis Reed the recorded video on YouTube doesn't have to be public when it's finished. You can download it and/or make it private. Google Apps have additional functionally and restrictions – but can do something similar (because in practice, a Google Apps installation – for say a university – is a private community group to start with.)
Ah, well, I misunderstood… in that case it makes sense.
+Lynette Young THIS!!!
Yes, YES, Y E S
Been asking for this for a while, but me thinks the Copyright police are the real problem why this may not happen. I'd LOVE it if it could!
Yep. I can see that happening. It makes complete sense.
I've been waiting for this to happen as well.
I've already been talking with my friend who tutors teens that a limited HOA would be the perfect scalable solution for him.
We've been pondering the possibilities and this new addition brings us ever so close to becoming a reality in deed.
+Lynette Young That would be a great idea. A client asked me if it was possible as soon as she heard about G+ Communiites.
I think this is an excellent idea, I think together we can build a better, cleaner community…thank you.
